Premises Inspection

Charlotte Wilkinson conducted a comprehensive inspection of the premises, including measuring the property, drawing up a floorplan, photo-documenting the standard of the premises, and confirming the use of all floor space with the practice.

Rent Review Process

After compiling her findings, Charlotte cross-checked the proposed rent figure against GP Surveyors’ extensive database of comparable evidence. This analysis revealed sufficient grounds to challenge the District Valuer’s initial opinion.

Negotiations and Outcome

Charlotte presented her case to the District Valuer, exchanging floorplans, measurements, and evidence.

Following a joint onsite inspection by our Surveyor, Charlotte Wilkinson, and the District Valuer. The District Valuer agreed to an increase in unit rate for the practice and car parking, as well as an adjustment in floor areas from the CMR6 offer.

Charlotte’s efforts resulted in a 5.6% increase in notional rent, amounting to tens of thousands of pounds in additional funding for the practice over the three-year rental period.

First Notional Rent review a great success

GP Surveyors recently had the pleasure of working with Annfield Plain Surgery in Stanley, County Durham, on their Notional Rent review. Practice Manager Christine Serifoglu sought our expertise to ensure their rent was in line with neighbouring practices.

Our Director of Surveying, Clare Kersey, took the lead on this case. Clare’s objective was clear, to ascertain if Annfield Plain had received a fair rental offer from the District Valuer. And she did just that!

Inspection of the Premises

The first step in the process was a detailed inspection of Annfield Plain Surgery. Clare took comprehensive measurements of the entire building and photo-documented every aspect of the premises. This thorough approach ensured that no detail was overlooked and provided a solid foundation for the review.

Comparable Evidence

On her return to the office, Clare compiled all her findings from the inspection. She then cross-checked the practice’s proposed notional rent figure against GP Surveyors’ vast database of comparable evidence, of similar practices in the locality. This step is crucial to ascertain if the surgery had a case to challenge the District Valuer’s notional rent valuation. By comparing similar premises in the locality, Clare identified several factors that formed her challenge of the District Valuers valuation. Armed with this information, Clare began her negotiations with the District Valuer.

Negotiations

With all the necessary comparable data in hand, Clare engaged in detailed negotiations with the District Valuer.

The discussions were focused on three factors:

  1. Floor Areas – increasing the area eligible for rental reimbursement
  2. Unit Rate – increasing the price per square metre the practice receives
  3. Car Parking rate – increasing the price per car parking space the practice is reimbursed.
The Result

Clare successfully negotiated an increase in the floor areas eligible for notional rental reimbursement. This meant that more of the surgery’s space was recognised as being eligible for reimbursement.

She also secured an upward adjustment to the floor and car parking unit rates for the surgery, aligning it with practices in the area.

Thanks to Clare’s expertise and persistence, GP Surveyors achieved a fantastic outcome for Annfield Plain Surgery. Their Notional Rent was increased by an impressive 9.8%! The surgery now receives a fair rent when compared to neighbouring practices.

Upon completion of the practice’s Improvement works, the Finance Manager of West Rainton Surgery requested a re-assessment of their notional rent.

The surgery has instructed GP Surveyors to undertake their notional rent reviews since 2008. So, having received the latest CMR6 form, the Finance Manager once again contacted GP Surveyors and asked them to review the revised payments.

GP Surveyors specialise in reviewing rent payments for practices like West Rainton and ensuring that they receive fair payments for their services. With the ever-increasing costs of running a practice, it’s essential that rent payments keep up. These negotiations require a specialist primary care surveyor with access to a wealth of comparable valuations evidence to negotiate with the NHS’s representatives, the District Valuers.

On this occasion, the surveyor allocated to this case was Dave Smith, who duly set to work.

In West Rainton Surgery’s case, there were several factors that needed to be addressed during the review. The first was an increase in eligible floor area. Despite initially facing a lot of resistance from the District Valuer, Dave persisted and managed to secure an area increase of 4.32%.

The second point of contention was the unit rate, which hadn’t been increased for the areas of the surgery that had been improved. The District Valuer had not offered any increase to these areas, but Dave managed to negotiate an increase of 6.42%. With these two wins under his belt, Dave moved on to the car parking and was feeling optimistic about the overall outcome of the negotiations.

The final issue that Dave had to deal with was the parking rate. This was another factor that the district valuer had attempted to offer an unfavourable rate for, but Dave managed to increase the rate by an impressive 15.56% from the original offer. This was a great victory for the practice, and it would have a considerable impact on their overall rent payment.

Thanks to the tireless efforts of Dave Smith, the practice was finally receiving a fair notional rent compared to other local practices. Each individual increase may seem small, but when you add them all together, the results were significant for the practice’s finances. They can now rest easy knowing that the practice is getting what is fair and that the practice can continue to provide high-quality care to its patients without the added stress of unfair rent payment.

Long term client GP Direct, Middlesex benefits from another Notional Rent review

GP Surveyors first case for GP Direct was in 2004 when we conducted their notional rent review, securing them a healthy uplift in rent reimbursement. Since the success of the practice’s first review the partners have instructed us to undertake their subsequent notional rent reviews.

The latest review was undertaken following a major refurbishment and extension of the practice. The property comprises three former residential premises, comprising two semi-detached houses joined through an extension. The quality of the refurbishment is to an extremely high standard throughout, making the property on a par with a modern purpose-built surgery.

When the practice received their latest Notional Rent figures from NHS England, they contacted their Client Manager  to instructed GP Surveyors again. The partners feeling that the District Valuer’s (DV) figure did not reflect the improvements made to the surgery.

Premises inspection

The next step in the process was for the Client Manager to organise for one of our specialist surveyors to inspect the surgery and begin the practice’s Notional Rent review. On this occasion the case was allocated to, Tom Simpson, who visited the surgery to conduct a full inspection. A notional rent inspection includes measuring the property in full, drawing up a floorplan, photo-documenting the standard of the premises and confirming the use of all the floor space with the practice.

Reviewing the practices Notional Rent

Having completed the property inspection Tom compiled all his findings. He cross-checked the DV’s proposed figure against GP Surveyors database of comparable premises evidence to ascertain if GP Direct had a case to challenge the DV’s Notional Rent valuation. When analysing GP Direct against comparable premises in the locality, there proved to be solid evidence to move forward with a challenge to the DV’s initial opinion of the surgery’s Notional Rent.

The challenge was based on the following factors:

  • Low unit rate (£ per sqm) in comparison to comparable practices in the locality
  • Inclusion of air conditioning in reimbursement
  • Floor areas eligible for reimbursement.

DV negotiations

To undertake negotiations Tom exchanged floorplans, measurements, and evidence with the DV. Following talks Tom achieved a fantastic result, securing a substantial increase of 17.52% above the DV’s initial Notional Rent valuation.

As a result of the case over fifty square metres of the practice have become eligible for rental reimbursement, the unit rate has increased substantially and the unit rate of rooms with air conditioning has increased.

GP Surveyors first worked for Middlesex practice, Glendale Medical Centre in 2014 and we have conducted their Notional Rent reviews ever since. When the practice received their latest Notional Rent figures from NHS England they got in touch with GP Surveyors straight away to check if an increase could be secured again.

The practice were then allocated one of our highly experienced Client Managers who talked the partners though GP Surveyors Notional Rent review process. The partners were once again happy to instruct us and proceed with their review.

Premises inspection

Our Client Manager duly organised for one of our Senior Surveyors, Charlotte Wilkinson, to visit the surgery and begin the practice’s Notional Rent check. Charlotte visited the surgery and carried out a full inspection, including measuring the property in full, drawing up a floorplan, photo-documenting the standard of the premises and confirming the use of all the floor space with the practice.

Checking the practices Notional Rent

On her return to the office, Charlotte compiled all her findings from the inspection. She then cross-checked the practice’s proposed Notional Rent figure against GP Surveyors vast database of comparable GP practice evidence to ascertain if the surgery had a case to challenge the District Valuers (DV) Notional Rent valuation. When comparing The Glendale Medical Centre with similar premises in the locality, she found there to be sufficient evidence to move forward with a challenge to the DVs initial opinion of the surgery’s Notional Rent.

The challenge was based on the following factors:

  • Low unit rate (£ per sqm) in comparison to practices in the locality
  • The number of practice car parking spaces eligible for reimbursement
  • Car parking rate (£ per space) in comparison to practices in the locality.

District Valuer Negotiations

Once Charlotte had compiled her case, she sent her valuation to the DV to begin negotiations. Floorplans, measurements, and evidence were exchanged, and Charlotte was able to successfully negotiate a fantastic increase of 6.62% above the DVs initial Notional Rent valuation.

The partners were incredibly pleased that GP Surveyors had once again secured the practice an increase in Notional Rent:

We’ve used GP surveyors a number of times to challenge the notional rent assessments on our premises and they have managed to obtain an additional uplift on each occasion, suggesting that they clearly understand the market. Having just received the practice’s latest CMR6 from the NHS, Lindsay Bates, the Practice Manager of Priorslegh Medical Centre, got in touch with GP Surveyors. Even though the reimbursement figures had increased since the previous review Lindsay knew it was always best to have a specialist surveyor double-check.

As GP Surveyors have been securing notional rent increases for the practice since 2011, we were Lindsay’s first port of call. With a no increase no fee basis there was literally nothing to lose.

Laura Dews, one of our highly experienced Client Managers was more than happy to talk Lyndsey through our service and the process before confirming her instruction. Once instructed Clare Kersey (MRICS | RICS Registered Valuer), Associate Director of Surveying got to work.

Having visited Cheshire to carry out a detailed inspection of the practice Clare went to work analysing GP Surveyors database of evidence and comparing Priorslegh Medical Centre to other practices in the local area. Clare established the main factors in the case that required negotiations with the District Valuer (DV). The DV is a surveyor who acts on behalf of the NHS in negotiations. The main areas for dispute were the floor area eligible for reimbursement and the unit rate attributed to the surgery.

Clare went through detailed negotiations with the District Valuer and was able to secure a favourable outcome for Priorslegh Medical Centre. The DV agreed on an increase in all unit rates and a 12.7% increase in the area of the first floor which was eligible for rental reimbursement. The outcome was that Clare was able to secure a 5% increase above the Notional Rent figure given by the District Valuer.

For Lindsay and Priorslegh Medical Centre, the 5% increased rental income was a great win. For a notional rental reimbursement of this size, a 5% increase boosted the income of the practice substantially. Thanks to GP Surveyors’ Notional Rent Review service and Clare’s expertise, the surgery was able to maximise its rental income and improve its overall financial health.

Maiden Notional Rent review delivers a fantastic increase for Buckinghamshire practice

GP Surveyors first got in touch with Sarah Deeks (Marlow Medical Group – Practice Manager), having successfully concluded a Notional Rent review on a neighbouring practice. One of our highly experienced Client Managers, Paul Hardman chatted with Sarah to explain how GP Surveyors expert team checks a practice’s Notional Rent figure. Paul highlighted that the practice could have reassurance their Notional Rent was in line with similar practices in the locality or if there was evidence to the contrary, GP Surveyors could challenge the District Valuers (DVs) opinion. Having run through the initial consultation with Paul, Sarah decided to instruct GP Surveyors to check the next of the group’s surgeries, that was due its Notional Rent figures.

When comparing The Doctors House with similar premises in the locality, Dave found there to be sufficient evidence to move forward with a challenge to the DVs initial opinion of the surgery’s Notional Rent.

Dave also found several other factors to base his challenge around, including:

  • Inaccurate floor areas
    The DV had excluded certain areas that were eligible for inclusion, including a portacabin.
  • Car parking spaces
    Including a higher number of eligible spaces in the rental figure.
  • Low unit rate in comparison to practices in the locality

DV Negotiations

Once Dave had compiled his case, he sent his valuation to the DV to begin negotiations. Floorplans, measurements, and evidence were exchanged, and Dave was able to successfully negotiate an increase of 3.72% above the DVs initial Notional Rent valuation. Sarah Deeks and the Marlow Medical Group were very pleased with the result:

One satisfied notional rent client of GP Surveyors is Julie Dixon, Practice Manager of Newburn Surgery, Newcastle. Julie received her GP practice’s latest CMR6 form and was surprised that the Notional Rent hadn’t significantly increased from the previous review. Tom was tasked with reviewing the rent Newburn Surgery received from the NHS, to ensure it was fair and reflected the current market. He conducted a detailed inspection of the property, including detailed measurements of the whole practice, photo documentation of the condition and a floor plan. Once Tom was back at base, he began researching GP Surveyors’ vast database of evidence in the area to ascertain if comparable practices received a higher level of reimbursement. After a thorough review, Tom was able to come up with some interesting findings.

Tom found evidence to support an increase in all levels of the unit rate, including the main practice, the refurbished rooms, and the new extension. There was also a car parking space the practice was not being reimbursed for. Tom took his evidence to the District Valuer (DV) and negotiations began.

Following negotiations Tom’s hard work paid off, and he achieved a massive 31.5% increase above the District Valuers original figure. Julie and the partners were extremely happy with the increased notional rent. Tom’s negotiation skills, along with his expertise and strong comparable evidence, made all the difference.

Janice George (Esplanade Surgery – Practice Manager) got in touch with GP Surveyors to enquiry about checking the practices Notional Rent figure and had a chat with one of our highly experienced Client Managers. The process of how our expert team checks whether a practices Notional Rent figure is fair in comparison with other surgeries in the locality and challenges the District Valuers (DVs) opinion if it is not, was explained. Having run through the initial consultation, Janice instructed GP Surveyors to begin Esplanade Surgery’s Notional Rent review.

A full premises inspection

One of our Senior Surveyors, Emma Pratt was then booked to visit the practice.  Emma visited the surgery and carried out a full inspection, including measuring the property in full, drawing up a floorplan, photo-documenting the standard of the premises and confirming the use of all the floor space with the practice.

Checking the practices Notional Rent

On her return to the office, Emma compiled all the evidence from her inspection. To ascertain if the surgery had a case to challenge the DVs Notional Rent valuation she cross-checked the surgeries proposed Notional Rent figure against GP Surveyors vast database of comparable evidence. When comparing Esplanade Surgery with similar premises in the locality, Emma found there to be sufficient evidence to move forward with a challenge to the DVs initial opinion of the surgeries Notional Rent.

The case for an increase

Factors included:

  • A low unit rate per square metre when compared with similar premises in the locality
  • Inaccurate floor areas
    The DV had excluded certain areas that were eligible for inclusion.

DV Negotiations

Once the DV received Emma’s valuation, negotiations began. Floorplans, measurements, and evidence was exchanged, however, the DV was unable to accept Emma’s valuation. The DV accepted that there had been an error in the floor measurements however could not accept an increase in the unit rate.

Practices on the Island tend to agree their figures or are not aware that they can check them with an independent specialist Surveyor. This may have played a party in the DVs negotiation stance and made the case more drawn out than the majority of our Notional Rent reviews.”

LDRP and NHS appeals

Feeling that the case and reasoning were strong, Esplanade Surgery agreed with GP Surveyors that the best course of action was to move the case to the Local Dispute Resolution Process (LDRP). Unfortunately, on this rare occasion, the LDRP process could not narrow the areas of dispute sufficiently for a resolution to be reached and GP Surveyors moved the case to NHS Appeals.

NHS Appeals appointed an independent advisor to consider the surgeries case and determine the practices Notional Rent figure. The independent advisor determined that the Notional Rent figure was not in line with current market rents and should be increased.

The result – patience paid off

Maiden Notional Rent Review pays off for this London surgery.

Earls Court Surgery in London had never double-checked their Notional Rent figure with an independent specialist surveyor before but were glad they did. Mr Parameshwaran the practices Accountant contacted GP Surveyors when he became aware of our Notional Rent review service, thinking it wise to obtain a second opinion of the District Valuers (DV) figure.

During an initial consultation, one of our specialist Client Managers talked Mr Parameshwaran through the Notional Rent review service. It was explained that one of our specialist surveyors would visit the property to carry out a full inspection, before undertaking a detailed check of the practices figures against our Notional Rent database. The surveyor would ascertain if the practice were receiving a fair current market rent in comparison with other surgeries in the locality and challenge the District Valuers’ (DVs) opinion if not. Having been happy with the initial consultation, Mr Parameshwaran instructed GP Surveyors to begin Earls Court Surgery’s Notional Rent review.

The premises inspection

Emma Pratt one of GP Surveyors Senior Surveyors was allocated the case and an inspection of the premises organised at a suitable time for the practice. The property was fully measured and photographed, floorplans drawn up, and details of room usage confirmed.

Checking the practices Notional Rent

Emma set to work collating all the information from the inspection and began to compare this against GP Surveyors substantial Notional Rental evidence database. Having compared Earls Court Surgery with premises in and around Earls Court, Emma found there was substantial evidence to support a challenge to the DVs Notional Rent figure.

Negotiations with DV

Emma exchanged the practice’s floorplan, areas and comparable evidence with the DV and began negotiations, regrettably on this occasion the DV did not accept that the practices Notional Rent should be increased.

LDRP and NHS appeals

Owning to the fact that we held a considerable amount of solid comparable evidence the decision was taken to move the case to the Local Dispute Resolution Process (LDRP). Unusually a resolution could not be reached during the LDRP process and GP Surveyors escalated the case to NHS Appeals.

“The vast majority of our Notional Rent cases result in a settlement with the DV, but on this rare occasion an agreement could not be reached. As we believed that we had a strong case to support a higher Current Market Rent (CMR) on the property, the case was taken to NHS Appeals for independent determination.”

NHS Appeals duly selected an Independent Advisor to determine the CMR. The Independent Advisor ruled in favour of the practice and that the Notional Rent figure was not in line with current market rents of comparable surgeries.

The result – patience paid off

The result was a fantastic increase of 24.4% above the DVs initial Notional Rent valuation, a result Mr Parameshwaran was delighted with:

The increase GP Surveyors secured resulted in a substantial uplift in the practices annual income, and in turn, is highly likely to have boosted the investment value of the property. The increased rental payments were also backdated to the initial review date and paid to the practice as a lump sum.

Little Park Surgery’s maiden Notional Rent review proves a success

GP Surveyors guided Simon Lovegrove (Premises Manager) and Dr Lynch (Partner) through their practices first Notional Rent review and successfully negotiated the Little Park Surgery in Middlesex a significant increase in their Notional Rent.

Simon explains why the practice chose to contact GP Surveyors: “In the past we have tried to negotiate an increase in our Notional Rent. Having significantly improved the building we were expecting an increase on our last review but having received the figures and after 12 months of trying to negotiate, we were disappointed to have achieved nothing. So we sought specialist help from GP Surveyors to manage the appeal process and we are so glad we did.”

Simon first spoke with one of GP Surveyors highly experienced Client Managers, who explained the Notional Rent review process and fee structure to Simon. As there would be no fee to pay, unless an increase was secured, the practice was assured they had nothing to lose and duly instructed GP Surveyors.

Simon commented: “At the start of the process we were informed that the review and negotiations with the District Valuer may take some time to complete, but we would be kept regularly updated and GP Surveyors would be pushing the process through for us.”

Nathan Young, one of GP Surveyors experienced Valuation Surveyors, was allocated the case and an inspection of the surgery premises was arranged. Once Nathan had carried out a full inspection of the surgery, he compiled his findings and compared the District Valuers (DV) initial Notional Rent valuation with GP Surveyors vast database of comparable evidence. Nathan concluded that there was sufficient evidence for GP Surveyors to challenge the DVs’ initial valuation of the surgery, on the practice’s behalf.

The basis for the case

The surgeries notified Notional Rent figure seemed out of line with the facts prevailing at the practice and GP Surveyors comparable evidence. The surgeries unit rate and car parking rate were lower than expected when compared to the evidence of similar surgeries in the surrounding area. Nathan also found a discrepancy in floor areas, eligible for reimbursement.

Having sent his case, along with supporting evidence to NHS England, Nathan began negotiations with the DV and was able to successfully secure an increase in the surgeries unit rate, car parking rate and reimbursable areas. The overall result was a 7% increase in Notional rent, above the DVs initial valuation. This increase resulted in a great boost to the surgeries’ annual income, which the practice was delighted with.

Dr Lynch commented: “GP Surveyors provided us with regular updates throughout the negotiations, they provide an excellent and independent service for assessing and negotiating Notional Rent with NHS England and the District Valuer. In our case, they successfully negotiated and achieved a significant uplift in our Notional Rent”.

A small change makes a big difference – when it comes to notional rent

Lucy spoke to her Client Manager, Paul Harman, for a refresher on just how our Notional Rent review service works. After their chat, Lucy was happy to instruct us, to check Queens Square Surgeries’ Notional Rent figure.

As this was our first Notional Rent review case for the branch surgery, a full inspection of the premises was required. One of our specialist valuation Surveyors was allocated the case. Having completed their inspection, compiled the finding and compared the District Valuers’ initial Notional Rent valuation, with our vast database of evidence. They concluded, there was strong evidence for the surgery to challenge the initial valuation.

The challenge was based on the following factors:

  • Inaccurate floor areas
    As a result of inspecting the property, the surveyor found the first floor had a larger area that was eligible for Notional Rent than that stipulated in the DV’s valuation.
  • Property type – low unit rate
    Queens Square is a purpose-built surgery therefore our surveyor proposed its unit rate be placed in line with comparable premises in the locality.
  • Unit rate per parking space
    A low value had been placed on car parking spaces when compared to surgeries in the surrounding area.

Our surveyor then submitted their report to the DV, outlining the above case including our local comparable evidence. The unit rate of Queens Road Surgery was included in his evidence, as the surgery was an ideal comparable, as it is also a purpose-built surgery and in the same locality. Having received the report and following discussions, the DV realised they’d made a mistake in the initial unit rate valuation and agreed to increase this. The conclusion to the case was, that GP Surveyors were able to successfully negotiate an overall increase of 8.4% above the DV’s initial Notional Rent valuation.

“By visiting the surgery and carrying out a full inspection, our surveyor detected the DV’s small discrepancy in eligible floor areas. Thanks to our vast database of comparable evidence, they were able to support a case for a relatively small increase in the surgeries unit rate and a fairly, significant increase in their car park rate. This case was a very good example of how just a few small details resulted in a significant increase to the practices total notional rent figure.”

This 8.4% increase in Notional Rent, resulted in a boost to the surgery’s annual income and in turn, increased the surgery’s capital value. A result Lucy and the practice partners were very, very pleased with.
